The Village of Evendale
Regular Council Meeting
September 10th, 2009
The Village of Evendale Regular Council Meeting was called to order by Mayor Apking at 7:00pm.
Roll call- The following Council members were present: Ms. Carolyn Smiley-Robertson, Mr. Stiney Vonderhaar, Mr. John Ranz, Jr., Mr. Bill Puthoff, Mr. Jeff Albrinck, and Mr. Doug Lohmeier. Also present: Village Engineer, James Jeffers; Village of Evendale Fire Chief, Rick Cruse; Recreation Manager, Dave Nichols, Village Solicitor, Tim Burke; and Village Clerk, Barb Rohs.
State Representative Connie Pillich addressed Council and spoke about the progress in the State Legislator for the past 9 months mainly in regards to the budget process and state reductions. Ohio's revenues projection for the next two years is a loss of 5 billion dollars. Many cuts have been made to the budget. 26 bills have been passed in 2009 addressing issues such as military leave, children's health, safety issues, vehicle registration issues, mortgage foreclosure, tenants' foreclosure protection and credit card marketing on college campuses. Future legislation includes banned texting while driving, nutritional vending machine guidelines and catholic school funding. Mayor Apking presented Ord. #09-36 ORDINANCE APPOINTING ANDREW C. WILFONG AS FIRE FIGHTER/PARAMEDICS FOR THE VILLAGE OF EVENDALE AND DECLARING AN EMERGENCY. A motion to read Ord. #09-36 by title only was made by Mr. Vonderhaar, seconded by Mr. Lohmeier and unanimously approved on roll call. A motion to suspend the second and third reading of Ord. #09-36 was made by Ms. Smiley -Robertson and seconded by Mr. Puthoff and unanimously approved on roll call. A motion to adopt Ord. #09-36 as an emergency was made by Mr. Puthoff, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared Ord. #09-36 adopted as an emergency.
The swearing in ceremony for Andrew C. Wilfong took place. Mr. Wilfong introduced his family and friends.
Mayor Apking presented the consent calendar. Mr. Lohmeier made the motion to accept the consent calendar, seconded by Mr. Albrinck and unanimously approved.
Report of Mayor and Council Committees:
Police-Finance-Administration Council Committee- Mr. Albrinck reported that receipts and expenses have remained flat for the month of August. Chief Korte was recognized and introduced. The police uniforms are being changed back to gray. Two sergeants will be promoted to the lieutenant position in the near future. Ms. Smiley-Robertson asked about the tattoo policy for police officers. This policy is being discussed and will be implemented at the early stage of the hiring process.
Fire-Recreation-Service-Engineering and GHF Council Committee- Promotional test for lieutenant to captain in the fire department is in the process. The island lighting has been completed. The south Reading Rd. path lights will be the next to be installed.
Mr. Puthoff is in charge of the Town Meeting. Date will be set soon.
Mr. Ranz thanked Trent Construction for their professional work on the road project.
Evendale Chamber of Commerce lunch is September 17th.
Presentation of Ordinances and Resolutions:
Mayor Apking presented Ord. #09-35 ORDINANCE AUTHORIZING MAYOR TO HIRE PART-TIME EMPLOYEE AND SETTING PAY RATES AND DECLARING AN EMERGENCY. A motion to suspend the second and third readings of Ord. #09-35 was made by Mr. Lohmeier, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt Ord. #09-35as an emergency was made by Mr. Puthoff, seconded by Mr. Vonderhaar and unanimously approved on roll call. Mayor Apking declared Ord. #09-35adopted as an emergency.
Ord. #09-37 ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH Name to be added (Consultant for Master Plan) AND DECLARING AN EMERGENCY was tabled because final contract with provider is not ready. It will be on the October Council agenda. The motion to table Ord. 09-37 was made by Mr. Vonderhaar and seconded by Mr. Lohmeier and unanimously approved.
Mayor Apking presented Ord. #09-38 ORDINANCE APPOINTING ROBERT SZCZUR TO THE COMMUNITY IMPROVEMENT CORPORATION BOARD AND DECLARING AN EMERGENCY. A motion to suspend the second and third readings of Ord. #09-38 was made by Mr. Lohmeier, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt Ord. #09-38 as an emergency was made by Mr. Vonderhaar, seconded by Mr. Ranz and unanimously approved on roll call. Mayor Apking declared Ord. #09-38 adopted as an emergency.
Mayor Apking presented Ord. #09-39 ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT TO PURCHASE THE FIFTH THIRD BANK PROPERTY ON GLENDALE MILFORD ROAD, APPROPRIATING FUNDS, AND DECLARING AN EMERGENCY. Discussion: The property is scheduled for an environmental test. A motion to suspend the second and third readings of Ord. #09-39 was made by Mr. Lohmeier, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt Ord. #09-39 as an emergency was made by Mr. Lohmeier, seconded by Mr. Puthoff and unanimously approved on roll call. Mayor Apking declared Ord. #09-39 adopted as an emergency.
Other Business:
The Evendale Eagles won their 10th straight Championships.
There was no need to go into executive session.
A motion to adjourn was made by Mr. Vonderhaar and seconded by Mr. Ranz and unanimously approved on roll call. Meeting was adjourned at 7:45.
